The number of terrorism cases in the society has increased. The challenge continues to escalate with new attacking techniques being devised by terrorist extremists such as the al-Qaida group.   The well organized terrorist organizations have a resilient desire to cause more deaths, especially in Christian dominated societies.  They are also committed to mass destruction of properties. The main targets include the families, businesses, and general way of life.  The state is also vulnerable to certain types of technological and natural hazards.  Therefore, protection of the state from the terror requires a team-based approach. Team-based approach helps ensure that all the necessary efforts are applied to combat terrorism in the society.   It is worth noting that it is through concerted efforts and actions we can minimize the vulnerabilities we face. Such approach will also help in reduce the disasters caused by domestic attacks, technological and natural catastrophes.  The strategic plan, therefore, aims at providing the voluntary collective responsibility as well as the partnerships we have already established to strengthen the focus on the achievement of shared goals. 

Terrorism continues to be one of the main threats that society faces today.   Namely for this reason the strategic plan prioritizes the ways of dealing with the issue.  Efforts are also going to be made to ensure there is maximum preparedness for emergencies, training, recovery, and response among others.

The primary goal of the organization is to ensure freedom, community health, quality of life and prosperity in all facets affiliated with life such as socio-economic and political welfare.  The strategic plan will involve the vision, goals and objectives for the next decade with regards to the National Joint Terrorism Task Force (NJTTF).  The plan has been enhanced by incorporating the input the community, intelligence agencies and local law enforcement group.  The collaboration and integration of all affiliated parties are a prerogative towards the success of the organization’s missions.  Close partnerships with counterparts will be established to ensure intelligence is particularly well utilized whenever it is needed to combat terrorism.

The organization’s focus will be threats and challenges that affect the smooth running of the American society and assist the local and state authority to combat the issues of terrorism.  The following key priorities will use and produce intelligence required to protect society from the major threats emanating from the law violators.

1. Protecting the United states from terrorist attack
2. Protecting the nation from foreign interference, surveillance and other ill-focused operations.
3. Ensuring the welfare of the people in regard to both socio-economic and political development.
4. Ensuring that the daily activities of the citizens are not compromised in a way that families, businesses and the general way of life of the people are protected.

National Joint Terrorism Task Force Mission Statement

The joint terrorism task force will ensure continued investigation of organized terrorist attacks occurring in or affecting the United States so that concerned parties are brought to justice.  The organizations for investigation will be effectively identified and agreed upon by the joint forces of all the member agencies. An agreement to abide by the rules in regard to criminal activities, prepared and suggested by the office of attorney, was reached among the parties.  The local law enforcers will be required to use only those investigative mechanisms that are consistent with the given procedures and standards.  The Joint Terrorism Taskforce provides an array of directions required to establish strategic objectives and goals. This adds to focus and prioritization of efforts in order to acquire and properly allocate resources. The events that guide strategies of preparedness for disaster and terrorism cases include the September 11 attacks, space shuttle Columbia disaster, and continuing spillovers of Mexican crimes.

The plan leads to unprecedented levels of cooperation among security agents and interoperability of jurisdiction throughout the country. The state has to remember the fact that proper investment in the area of communication infrastructure can result in substantially good expansion in the ability to alert all the stakeholders of any security lapse. However, the aspect that terrorists are human beings, who have the ability to grow and change within a particular environment, should not be put aside. For this reason, terrorists are constantly on the verge to improve and upgrade their technology and tactics to make the rapidly growing population more vulnerable to so many forces of nature. The developed strategic plan should include the concept of vigilance in the course of responding to possible challenges and threats regardless of whether they are natural or manmade.

Vision

The core purpose of this plan is to ensure that the State’s territorial borders are fully protected against any foreign or local aggression. It is primarily positioned to prevent acts of terrorism, protect critical infrastructures in the economy, fight all criminal enterprises as well as to respond to and assist in disaster recovery to ensure a long-term success. All these have to be accomplished while the state protects and respects the rights that are guaranteed to everyone by the constitution.

Purpose

The homeland security encompasses all efforts, either strategic or tactical, which optimally position the state in prevention, preparedness for, and responding to all hazards.  The organization serves as a high level roadmap for the state’s security in the next five years.  The plan has been developed on the momentum and foundation that reflects the lesson learnt in dealing with a myriad of challenges. The term ‘all hazards’ is used to refer to all disasters, whether natural, criminal or terrorist attacks, and catastrophes. In the past, homeland security gained a profound experience in dealing with dangerous and powerful criminal enterprises like the transnational gangs and the Mexican cartels.

Current plan recognizes and directs the state security efforts to informing regional and local authorities whenever necessary. It provides guidelines on management operations and plans to the local, regional and state security and emergency. It identifies and addresses the importance of public-private partnership in all security aspects.

Goals, Priorities, Objectives, and Actions

A set of security goals, priorities and objective actions has been developed and suggested with the current plan.

Goals are the end results that the homeland security will eventually achieve to improve the capacity to prevent, respond to, protect and recover from the threats. They are more general than specific and serve to establish the long term homeland security efforts.

Priority actions are specific initiatives that the stakeholders will have to implement. When taken together, priority actions increase the nationwide capability to prevent terrorism, combat the criminal enterprises. They may serve as a protection to threatened infrastructure and key resources in recovering from and responding to disasters.

Strategic objectives are key descriptions to specific events, results and outcomes that are to be accomplished with in regard to achieving a particular goal. Objectives are designated to be achieved in a five year time frame. They are rather specific than general and focus more on application of resources.

Current strategic plan is a document that requires relevant maintenance through a critical annual review. It is emphasized to keep the plan in touch with the environmental adjustments.  The document should have the capacity to represent the views from different disciplines. The cross-disciplinary aspect is crucial in that it offers an objective insight towards the development of the strategic plan. The need for continuous update of the plan and strategies exists in order to prepare for unplanned threats, hazards and risks. In some uncertain environments, the need for togetherness and unity is evident for nationwide preparedness.

The strategic plan provides a detailed framework of the continuing progress in development and maintenance of capacity to prevent, protect from and respond to actual domestic attacks. The department of public safety and division of homeland security coordinates the development and implementation of strategic plans. These include the functions of planning, development and coordination of private and public organizations that are responsible for terrorism and crime prevention.  Creating awareness of terrorism and crime prevention measures will reduce vulnerability of communities and stakeholders as well as provide guidelines for responding to and recovering from any terrorist attacks and acts.
