Some of the congress powers that weaken the president’s power are discussed below. In most cases, the Senate is free to change revenue bills without consulting the president. If a congress proposes a bill, they give the president ten days to veto the bill or, it automatically becomes a law (Frank 2007). This remains the case unless the congress adjourns. Moreover, constitutional amendments made by the congress do not need be approved by the ruling government for them to be sent to the state for ratification. In some cases, the Supreme Court has ruled against a veto legislation that will give the president more power to limit budgeted expenditure.

The influence of the congress on the president’s power has varied from one term to another; the degree of the president’s power depends on how they lead the congress. It also depends on the political influence of the president to the congress. If the president has more influence, he gets more power. Otherwise, his power gets limited if congress has more influence. In the US constitution, the president has the power to wage wars as commander in chief while the congress has the power to declare and fund them (Greene 2005). This shows that if the president can declare wars and the congress say, otherwise, the president will have no choice but to call it off. Having a state which the president do not have much power is beneficial to the ruling of the country. Limiting the president’s power makes sure that what the congress does see as right, the president cannot interfere with it (Wilson 2002). This is because in making some rules, the congress considers the whole country. This is due to the representatives which come from different states all over the country. They make the bills which the president is supposed to sign into a law. When making these bills, they make sure that they favor everybody. However, if it is in a presidency, the president can make a law which may be cannot favor almost half of the population.
